How do I create a Web site on my hard drive without Web server software running on my machine?  

When you create a new Web in FrontPage 2000, the New dialog box asks you where you want to put it.  If you are publishing to a Web server (on your machine, another machine on your network, or another machine over the Internet), you normally enter in an “http://” address.

This, however, is not your only option.  You are free to enter in a location on your hard drive (as seen in the example below).  This creates what is called a “Disk Based Web.”

Disk based Webs provide for a development environment that does not require anything other than a hard drive to work. 

Note: you will not be able to make use of most of the FrontPage Components using this approach.  They require a Web server with FrontPage Extensions installed to work.  You will be able to trick a few into working for you but the results can be interesting, to say the very least.  The Include Page Component works fine in this environment.

You can then later Publish your Web site to a fully functional server using the standard Publish command.
